i tried putting them on in different ways and tightened them down real good and it seems to be holding up. I think the problem is, the washers inner diameter are actually a little bigger than the bolts themselves, so it isn't exactly a tight fit on the threads.

After getting them tightened up, I bled them and took the car for a test drive/break in and the seals seemed to hold up. I will check reservoir and ground tomorrow to see if things have changed. It's my girlfriend's car, so I really want it to be safe.
