Why not use an amp meter inline-- from a DVM digital volt meter.. then start pulling fuses- much easier way- and your can determine the amount of amp draw.
You evidently have a "latched on" relay circuit that is drawing- then when power is disconnected, it too quits.. this may be normal as there are modules which may take up to several minutes to go to sleep...
You can watch all this happen if you use an amp meter....
