Inch lbs. torque wrenches are used for very low torque applications . I doubt that using a ft. lbs. torque wrench could be very accurate as it depends on being able to translate the inch lbs. into ft. lbs. and the ft. lbs . torque wrench isn't detailed enough in its markings to accurately be able to set it properly . Of course , you could try but you'll never know how accurate you are being . You would have to consider most inch lbs. applications would likely not involve major components (such as suspension ,etc.) so doing it might not be a problem but if accuracy is a consideration , then doing this probably isn't a good idea .
