Not sure that holds. We've had both the Burns/McRae/Parks group build going this year, as well as the Air Cooled group build. So far, we have
one aircooled entry, and
no rally cars at all. As I pointed out above, there are hundreds of eligible entries. It's really just that people aren't submitting them.
As for the rules, you just need to finish the build before Jan 15. It really doesn't matter when it was started.
