Why don't you try with some slightly blue-greenish tinted transparent resin. Try out a few different consistencies that you let flow on a piece of cardboard or Styrofoam inclined. You'll just have to let it flow on using different angles and see which one gives you the right look.
I know it's easier to say than to actually do it!
