This problem is usually caused by repeated overfill of the fuel tank. By continuing to fill tank after pump shuts off the charcoal canister becomes saturated with gasoline and caused fumes in vacuum to engine which caused rich fuel mixture and engine runs rough untill fumes are gone. To repair problem the charcoal canister needs to be repalced and proper filling of the tank will prevent from happening again. On the other hand you could have a proplem whith fuel evap system.
