This is usually due to a bad computer (PCM). There are two reasons a computer can go bad and cause this type of problem to occur.
One, the computer's lifespan has just run it's course. In this case, you can try heating up the computer with a hair dryer before attempting to start the van. If it starts fairly easily, replace the computer.
Two, the +5 volt wire that goes from the computer out to feed the sensors has a spot where the insulation has worn through and is shorting to ground. If that is the case, it is important to find that short and repair it before installing a new computer.
