I had the same thing wrong with my 1995 skylark.
It is in the horn contacks inside the air bag and the airbag has to be changed to correct the problem.
went to gm dealer but it was 650.00 dollars for it.
i went to ebay and bought one for 25.00 changed it myself.
unpluged airbag wire under steering colum.
to bolts on back of steering wheel, but be careful when puuling out you have a wire and spring that is easy to breack, then you pull the wheel to fix a 5 dollar part.
95 buick had this problem, i guess alot of miles took a toll on this.
my first airbag worked for 30 days.
second honked as soon as i hooked it up and the third has been there over a yr.
think it cost 10.00 dollars.plus shipping.
this was still allot less than a new one.
this is my first post hope this helps someone.

now i am having trouble with headlights, wont come on and all others are working.
if anyone has had that problem i would appreciate any info.
