Has to be the mother board or a relay that is locked on. If you want to find the bad boy, you might take each wire and ground it to the prong it needs to attach to and you probe that way until the light comes on and that is your wire at least the one to start with.

The next is to type your car, the ABS and say, "recall" along with the search and see if that thing is on call for it sure is a danger car with the brakes locking up on you for a short to ground is that buzz to a complete circuit.
