You could have a wiring issue between the multifunction switch (stalk) and cruise control module at the engine compartment. If the resume signal is there at the module input connector then the cruise control module would most likely be the issue. However, it is difficult to troubleshoot these type problems since the vehicle has to be moving. A GM dealer can run a Tech 2 scan tool on it and see if any cruise related DTCs are set and check the circuits.
