You need to isolate the source of the noise, you can use a long screwdriver is a wooden dowel.
With it running, being carefull not to get into anything moving, put the end on the possible noise culprit and listen to your ear.

Also if your power steering fluid is black you could need the system flushed out, it should be clear.
These are prone to power steering pump failures from contaminated fluid(dirty/blackish).
