2003 Standard Cavalier - Help

There is a problem with my clutch and I'm trying to find out what the problem is. I was told that it's just the clutch cable and it's not much over $100 to fix.

I've been looking around online and it seems that I just need a whole new clutch.

Here's the problem:

The "biting point" is a lot higher now, and I can let off the clutch completely [faster than normal, but not too quick] and the car will move [gas pedal not being pushed at all] as if I were holding the clutch in place right at the "biting point", the RPMs will stay right under 1000 as if I were sitting in neutral, and it does not stall and just keeps moving.

Anyone know what the problem is and how much it will cost to fix it? Thanks.
