There is a fan under the dash that blows the air that you feel coming out of the vents, or floor vents, or defroster. The AC compressor under the hood compresses the freon which is released to lower pressure inside the box under the dash so that the blower motor moves air over the coils and that air gets cooled (or heated) before blowing out the vents.

What you seem to be saying is that there is no air blowing from the inside heater box. Do you hear the rush of air when you turn the blower on higher speeds?

You blower motor may not be turning at all. It could have something that has gotten into the fan blades. It could be burned out. It could be the blower motor control module that controls the blower speeds has burned out. That's an electronic circuit board that controls all the speeds.
