Once the engine is running and the alternator is charging, the choke heater should have 12V applied to it (not including 1985 Canadian models). Upon the choke heater getting power, the choke thermostatic spring should open to full within about two minutes. You can test this without running the engine by applying power to the choke heater.

If the choke thermostat expands to full but the choke plate doesn't open, clean and lubricate the choke linkage and high idle cam.
