Ok. What you have hanging down are the charcoal canisters used to collect gasoline vapors as part of the EVAP system. It has several different size plastic tubes and rubber hoses to it. Some to the front to the engine and some to the back to the gas tank and gas fill. I think that would include the one hose you mentioned. Is it connected to the boxes or not?

You may be able to reuse the rusted bracket with the addition of metal; replace the thing at very high dealer cost, if they even have it; get it much cheaper at a junk yard removing yourself or paying them to remove it, probably the greates expense; you may be able to just fix it by using nylon wire ties. The larger ones used for ventilation ducts might be the size you need and can be bought at a home building center or a really good harware store; a stronger repair would be using metal hose band type clamps that have a worm screw on the side to tighten itself. These too can be bought at above stores. Use at least one to bundle the two boxes together and at least one to resecure it to the van. You want it good and firmly attached so that it doesn't vibrated and move as the hoses or the box connection could break, an even worse problem.
