The AC motor/compressor has a kind of clutch built into the pulley assembly.
This clutch disengages/engages the AC compressor from the (always turning) pulley and fan belt.
I believe it is electronically controlled, but it sounds like it is cutting in and out. This could be because of an electrical bad connection or short, which is shaken by the motor rush.
Generally ALL poor electrical connections can only get worse, because they also corrode in the air and moisture.
On the other hand, there could be something wrong with the clutch/assembly itself, so that it only engages intermittantly.
When I priced a new AC unit (because it was eating fanbelts) it was several hundred dollars. The pulley/clutch assembly itself was $192. So I pulled the AC unit and put in a dummy pulley wheel for $50.
