Yes the plenum is the box containing the heater core and evaporator along with all the ducts and air control actuator motors. could you actually see the doors move or just the levers on the outside of the box where the actuators attach? It is not unusual for the doors to break free from the levers they are attached to. To check for this you need to open the box and the box needs to be removed to do that.
