I would (1.) remove all tail light bulbs then place new fuse and turn on light switch to see if it blows out fuse, if it doesn't damage fuse I would replace one bulb at a time and turn on light switch each time. If (1.) step blows fuse with no bulbs connected, I would start disconnecting snap connectors at tail lights. I have an issue also with tail lights but mine is an open circuit and I will need a test light probe to find where my voltage drops off.
