Does your explorer have the Electronic Automatic Temperature Control (EATC) with the electronic display or the manual HVAC controls? Since you mention you press the vent button, I'm guessing the EATC. In that case, the servo for the divert doors is electronic and probably faulty. The servos provide position feedback to the control head, so a self test may reveal a code for the fault.
