Final Update:

Changed the Crankshaft Position Sensor and the problem cleared up immediately...The old CPS that I took out appeared to be a knock off one from a parts house...I put the original Saturn CPS(40 bones) back in and works like a charm..

It takes a 10mm socket for the bolt and I could get most of it from the top...Even though the job would be much easier if one had a lift. It's just above the starter tail in the Engine block(1.9L SOHC engine). I'm a large guy and could still reach around the intake(passenger side) to the back of the engine to remove the bolt(wasn't easy by any means). However a smaller person with skinny arms should be able to do it with ease.
