Give them a call and tell them about your situation and what you asked them to do and tell them you don't think that it's right, and you thought as part of the job you paid them to do, they would have adjusted it properly. Careful though, that your bill reflects that the service was ordered, completed and billed for, if for anything, as it might be considered part of the brake service, but I kind of doubt it if it is involved. You don't want to claim they didn't do something you paid them to do when you didn't, that would get things off on the wrong foot if they would do it to be nice.

Shorod might be right about needing some penetrating oil as you may possibly have a binding brake cable being stuck in its sheath due to rust or other condition that won't allow it to return since you describe it not doing anything and I'm assuming you are not feeling any resistance pushing down on it. Hopefully it isn't stuck but just stretched, but if the cable gets stuck it could have also unhooked itself leaving you with one or both sides with no brakes. You want to be sure the cable at both wheels and in all of its sheaths are able to move freely so that the brakes don't drag. Hopefully, you don't have that condition now and you just need a simple cable adjustment.
