Honestly, he should take the 25k, sell his prelude, and buy an S2000 Or even better, take the 25k, sell the Prelude, and make a FAT downpayment on a brand new Corvette
That's what I would do anyways, hehe...
But to answer your question in a way you probably want to hear, he first needs to decide how fast he wants to go...I'd say 11s would be a good place to start. Next, take the car to the reputable tuner in your area and hand them the money...Tell them you want a fully built motor able to handle 25lbs of boost on race days and 14 lbs daily. Pick the car up in a week and they'll give you the left over 15g's or so. Use that to add whatever "show" items you want to the car...Kit, rims, full custom interior, tires, tinted windows, hood, wing, whatever floats your boat...After all of that you should have about 7 - thousand left. Use about 3k of that to get a custom paint job...Doesn't have to have graphics of any sort, just NICE, CLEAN, HIGH QUALITY, and a UNIQUE COLOR...After that, pocket the 3k and use it to treat the HORDES of ladies that will be flocking to you b/c of the BEAUTIFUL vehicle you drive!

That's all possible with that kind of money. Get a HUGE turbo, a LONG cam, a BIG intercooler, a BUILT engine with strong internals, a GRIPPY clutch that can hold that huge amount of power, STICKY tires that can transfer that huge amount of power and you'll be good to go! You'll be revving to 8500 - 9000 RPMs and making tons and tons of power and torque the whole way! Just ask if you want a more detailed summary of what I would do...
