When the wipers are on it probably deflects the oncoming air enough to stop making the whistling noise. There might be a small gap in the seal around the windshield that could be causing the noise when the air is coming from a certain direction/speed.
In the future please start a new thread with your question rather than resurrecting an old thread. you may link to the old thread if it helps to give info about your issue. Any thread where the last post date is longer than 3 months is considered old and inactive.
