First check the belt, it could just be a really glazed or loose power steering belt that won't grip until it gets warmed up a bit...
If that's ok, then you probably are looking at a steering rack with eroded/cracked seals, or a sticky power valve in the pump.
Is it equally hard to turn both ways, or do you get some assist one way but not the other?
