With a fresh head job and 131k on the bottom end, I'd expect to see higher than 150psi/cyl... maybe the timing belt has slipped?
Any stored codes?
There should be two bundles of sensor grounds that attach at the back of the intake manifold. Be sure they are snug (10mm hex bolt).
Are the spark plugs drenched in fuel after attempting to start or are they dry?
Have you confirmed spark from the coil?
Have you performed a fuel pressure test? KOEO fuel pressure should be 23-30psi.
