Clean the part throughouly and apply a coat of "self-etching" primer. Then paint the entire part in automotive grade gloss black paint. Let it set for a while to ensure the part is very dry. Next find some water-based acrylic flat white. Dip a very fine round brush into the white and then into the recesses of the part. The white paint should flow into the recess giving you the white on black appearance. If you mess up a little with the application of the white you can clean it up with a q-tip dipped in alcohol -- it will not harm the black basecoat underneath.
If you mess up the whole thing leave it in SuperClean degreaser (available at auto parts stores) for a few days and it should be clean enough to start over.
