Isn't that bracket held on by three bolts, one of them being the tensioner bolt?
There are so many different depths of sockets, I'm sure you can get something that will fit it even if you have to put the socket on by itself and use vise-grips to turn it. Since you said the spring pushed out, that probably means there's no tension on it. If there's not, try cutting the spring and pushing the tensioner back into place to get at the bolt if you can't find anything to get it off.
