take the boost controler out of the system, and see what happens. just run it on the wastegate spring... (disconnect the vac line from the wastegate) see if that changes anything, if so, boost controler is shot! the spring is dead. if not... hmm... could have the wastegate stuck open which is possible considering you didnt say anything about ported, and majority of people with stock 16gs creep about 7-9psi... 9psi total could be a creap from 0psi set (ie open wastegate)
