You already know the pump is seeing voltage- you stated you can hear it run... a better way is to look at amp draw-- put your VOM in series with the fuel pump primer lead and see how many amps are being pulled-- also good to know- and the primary decision maker is the fuel pressure-- measure with a gauge the test port on the fuel rail-- if pressure is low- you either have a leak or a worn out fuel pump
