Yikes that sounds like a bad one. I would pull the brake light bulbs one at a time just in case one of them is defective and pulling too much current when you hold the pedal down longer than a hazard-flash-interval. After that I would dig in and check all of my major grounds and connections at the harnesses. Good luck, and let us other '97 owners know what you find!
