depends on the waste gate, where its located and what boost you're running
It shouldn't leave it open, but it can cause the wastegate to flutter, which will soften the boost hit or move it up in the RPM range as far as when it hits full boost.
That being said, I usually set my waste gates at 8psi and use a boost controller to modify it from there, I've gone as high as 30psi (although that was on accident)
but its a little too complicated to say they will all react exactly the same
