I'm not sure what you did but this is what I did for my 97 SE:

Remote Keyless Entry Programming '97

The MALL PGM fuse should be the 10A rated fuse (red) right next to the area of the power window circuit breaker. (Use needle nose pliers to remove)

RKE/Transmitter Programming 1997

1) Sit in driver's seat. Remove ignition key from lock cylinder. Close all vehicle doors. Remove MALL PGM fuse from fuse panel.

2) Insert ignition key and turn key to ACC position. Turn ignition to OFF, then back to ACC within 1 second. Open then close any vehicle door. Chime will be heard when remote control door lock receiver enters programming/diagnostics mode. If chime is not heard, repeat procedure. (I did not hear a chime)

3) Depress and hold RKE transmitter LOCK and UNLOCK buttons simultaneously for 14 seconds. One chime should be heard at 7 seconds to confirm successful synchronization and 14 seconds to confirm successful programming. (I did not hear a chime)

4) Repeat Step 3 for each transmitter to be programmed. Remove ignition key. Reinstall MALL PGM fuse.

5) Test remote.
