Do you have the new fender you wan to put on the car? If so, you can look at the bolt holes on the new fender and match them up to the one that is on the car to get an idea of which ones need to be removed. That's what I've done in the past when presented with that problem. Also keep in mind some of the bolts may give you a hard time removing and may snap off if too much pressure is used on the wrench, so be prepared if that should occur. That has happened to me in the past with the older vehicles, I don't know how it is on post '90 vehicles as I haven't taken any body panels off of them.
