[4 door sir2]

i just put a b16a sir2 motor into my honda 97 ex 4 door and im not getting the full 150 hp to the wheels it seems to be bogging every time the check engine light comes on . im reading a code #9 Its a obd 1
PR3 ecu . my manual says its the CYP sensor could this be the problem

And if it is how can i go about fixing it
