Rotor Bolts? Don't you mean screws? You are supposed to use an Impact Driver to remove those as the force of it's impact prevents it from slipping and stripping screws, plus it makes getting rusted ones off easy.
As for the bolts that hold the caliper bracket I sprayed mine down with PB Blaster and then took my longest Socket Wrenc and put my jack handle over it and got extra leverage, it was a bitch to get off but it came off.
Whenever I put things back together now I soak it in WD40 and then Torque it down to spec to make sure it's never on too tight.
