Lightened flywheels and underdrive pulleys

I just got a 95 Integra LS (and after I bought it found out I got that dang moonroof not closing problem (TSB 97-030), but besides the point).

My friend has a 97 GS-R that got wrecked by some bus in the city. The engine is still good tho. For $250.00 and my old engine, he will give me the GS-R engine and tranny.

While the engine is out I am going to do all my upgrades to it. On of my plans was a aluminum alloy lightened flywheel but another friend of mine said that will bring the streetability down to nothing. For those of you that have lightened flywheels is it still streetable?

And underdrive pulleys... do they significantly decrease the power in a power steering module?
