I'm assuming you're talking about about the drum brake cover? If that's the case, yes, you simply pull it off. Just make sure the thing isn't engaged first
If it doesn't simply pull off, bang it with a rubber mallet or there are threaded bolt holes that you can stick bolts in and use for leverage.
