I'd go with the LS...Unless you're building the B16 w/ new pistons and headwork, the LS is more fun stock because of the torque it produces. And if you decide to upgrade...a turbo is a perfect match.
Only give away from a b16 is the power of vtec that kicks in on high rpms...you wont get that from an LS, unless you make it an LS/Vtec. Another drawback is the LS block, its not made to handle high rpm's as b16's or b18c's.

I'm only running a stock LS right now because my lsvtec motor's still being built (well not really) I have CAI, jdm 4-1 header, hks exhaust, lightened flywheel and I've killed a 2000 Si on the freeway and a 90 Mustang 5.0 from 1st to 3rd gear...about 2 1/2 cars length and a 99 Civic EX like its parked...
