Ken, painting the lip will cost you around $150-200...remember this, it's urethane so that means it's going to flex and a good bodyshop will shoot in lots of flex agents to make the paint flexible yet wont crack. if it's fiberglass, you can get it painted for $75 but since it's urethane, there's speicals ways to prep the lip, spend the money at a good bodyshop that knows what they are doing to you wont have to end up painting it over in 3 months.
