Cannot answer for your Elantra, but on my '96 dodge Caravan a lot of the accessories wire off of the ignition (electrical) switch, I had issues with no HVAC or Radio and if I turned the ignition off and then on again all was OK. I replaced the switch and solved my problem. Get a wiring diagram (Haynes or Library) for your car and see what wires off of that switch.
