I don't know why it would be white scratches under the blue unless it's the primer that was originally used. I noticed that I have some from rubbing up against plants and bushes on the back roads. But nothing like the nice white smear someone gave me. I'm pretty sure though that the white that is on there is from the car that left them. So maybe I got some justice and it left blue on their white.
