01 Idle Control Valve Removal

I'm experiencing a rough idle at ~500-600 RPM. Through the reading, I've determined the Idle Control Valve (ICV) may need to be cleaned.

So, to do this, we need to remove the 4 mounting bolts that holds the valve on the engine. We've been successful in removing 3 of the 4. The last one (bottom/forward) is being a real butt. There seems to be NO WAY to get to the bolt head. We've been able to get an electrical connector out of the way, but beyond that, we can't even get the head of the wrench on to the bolt.
We're using the smallest 10mm wrench I have - from a set of ignition wrenches.

Looking at it, there doesn't seem to be a way to get to it from the bottom of the car.

Has anyone else fought this battle and won? If so I would be grateful to know your secret.
