There may be a way to check the action of the idle air control valve listed in the Chrysler Service Manual, but I dont recall the specifics. I know that when our 97 would not idle; I unbolted the IACV and tried to check it - all I did was to make it worse. A new IACV solved the problem. I also changed the Throttle Position Sensor; just because it was easy to reach with the throttle body removed from the car, the car was 10 years old with 140k miles on it - and I got a nice discount from my local outlet for buying both of them at one time. When you said you unplugged the PCV valve, do you mean you undid the hose that feeds into the intake manifold? This would admit a LOT of air, and I would think the motor would therefore spin pretty fast - above 2000 rpm for instance. If it didnt speed up that much, you might have a clog at the fitting where the PCV hose connects into the int. manifold.
