I drive 99 LX and there are two fuse pannels. But I still do not think that this is a fuse prolem. It does not hurt to check them though.
Some bulbs have two filaments. If it works when you lock your car there is still a possibity that the over filament is dead. That is why I suggested to try a brand new bulb.
