One thing you could try, and this helps when there is fuel still in the tank is to use a 2x4 or similar piece of wood and one or two hydraulic jacks ( two are better for this procedure.) Place the jacks under the tank and place the wood on top of the jack. Slowly raise the jacks until they are equalized and the wood makes contact with the tank. Slowly lower the jacks equally bringing the tank down at a slow pace to see if the lines or wiring are long enough to allow the tank to go further.

Thanks for the response. A friend had a bigger jack and I got the tank out and replaced the fuel pump, the strainer and the pigtails.
THe tank comming down was so light that I just held it with a piece of plywood. After it was down I could move with it one hand. I guess I got all the gas out.
There is no juice going to the tank.
I switched relays but still no go.

My Haynes repair book shows what must be a 1994 and up box under the hood with 4 relays and one fuse. On my box it has only 2 relays and NO fuse.
