First off, that model was flipping awesome! I feel for the builder as that is a lot of work. But, it is already to $150. He might make off well.
I have looked into lighting a few times and when I first wanted to try it I was interested in doing the light scanner from KITT in night Rider. I found this:

Edit: I know LEDS will work for larger scales. I think you can get Micro Leds now as well. I would look into Micro Red/Blue Leds. I doubt Radio Shack might have the micros, but I have bought regular ones there. You can also buy generic cicruit boards and cut your own circuits. I have etched boards before and if you have the chemicals it is super easy to do.
