i had the same problem with my civic while installing springs for the rear. the bolt was seized in the bushing, which means that i had to cut the bolt and get new bushings. if you can get a hold of a lift, that would be your best bet to lift your car up and cut the head of your bolt and knock out the bushings. of course you would need a new bolt and bushings from honda. i got mines pretty cheap cause one of my friends work for honda. i dunno the exact cost of bolt and bushings, but for me i paid $15. went in after hours and lifted my car up at honda and worked on it. didnt take that long, like an hour. but i didnt need new control arms, best bet would just get new bushings and bolt.
