no, don't know about the flow control valve but usually an accessory squeel is due either because of the belt (not the case here) or the shaft bearing inside the accessory itself (the power stearing here).

I had a squeel I couldn't point out once on an old 89 Corolla, finally the alternator died and I found out it was one of the bearing inside the alternator that was causing the squeel, I had it rebuild and they changed the bearing, never squeeled after that.
