Not sure about the '90. I have PL with the keyless entry but the PO lost the remotes. It was cheaper for me to buy an entire aftermarket system with 2 remotes than purchase even one "factory" remote. I have no such device as you describe above my light switch. On my '88 the receiver is on the headliner between the sun visors. Do you have the full overhead console?
As far as your current system. the button may be the "valet" switch that permits operation if they only have the key (no remote). It may also permit the programming of different options, such as horn chirp, lights flash, etc.
