The #2 setting is the parking lights, as with any other car. #3 is headlights on. The high beam switch is part of the turn signal stalk, pull it towards you (or away) to turn on high beams.
The other action is part of a way to leave the headlights up in situations like you are having an ice storm and they might get frozen closed if you park the car...but I don't remember exactly how it works...been too long.
Something like if you turn it back to #2 (parking lights) and then shut the car off, then turn the switch to off (#1), the lights remain open...or something like that....
